Steps to reproduce:
Press and hold vowels like a or e in Mountain Lion (OS X 10.8.2)
Actual results:
The letter repeats like aaaaa or eeeee
Expected results:
A popup should appear above the letter which options of accented version of the vowel as explained in http://support.apple.com/kb/PH11264 and see attached screen shot.
