Look at the screenshot and tell me how you expect to type something in the requester and requestee fields. :) These fields should have a min-width to prevent such behavior in narrow windows.

I removed hardcoded styles from the template while I'm on it, and moved it into buglist.css so that skins have a chance to customize these rules.
