Damir, I tried your procedure and saw the same results. However, after I let go of shift and down-arrow, I used the mouse and the scrollbar to scroll back up the list and saw that all the cookies are selected! So this is possibly just a drawing problem, not a selection problem.
i suspect this is a dupe, and i'm guessing this is widget toolkit land

Adding real summary. Trees are deprecated, and since this is only a cosmetic defect in an edge-case scenario, resolving as wontfix. Fix is to convert to outliner.

I don't think wontfix'ing this is a good idea. If there is another bug filed to convert the cookie manager to outliner, let's dup against that one. At the moment, not everybody is using outliner, so fixing that wouldn't be a bad idea either. (I could reproduce this problem in today's branch bookmark manager and history window.)
