panda-0720 - panda-0730 do not respond to attempts to power them on via bmm. They are all attached to the same relay, panda-relay-065.

I'm calling this a bad relay board. The Digi connect ME seemed to be in working order but the serial comms between the module and proxr firmware were failing. Data would TX to the firmware ok and commands appeared to execute but no data could was being RX. This means mozpool (bmm) was not receive the OK (85) signal. Another symptom was the massive amount of serial breaks being RX from the proxr UART. After a few mins it would be in the thousands when this should be 0.
I've pulled the board in hopes to reviving it with a firmware flash offsite (and if that fails a RMA) but in the meantime we should simply order some spares just as we did with the PSUs.

A replacement relay board has arrived and will be installed Tue 2/19.

The relay board was installed on Fri 3/22. Although board will not work with the current relay.py (in Mozpool) until the patch in bug845428 lands.
