Since the Postgres 9.2 upgrade Vagrant doesn't work. There's no ppa for ubuntu Lucid, so it's not trivial to fix. Lucid's nearing the end of its support as an LTS, so maybe it's time to switch to Precise?

Dupe of bug 819321?

This got a few things like hbase working again (oracle keeps breaking the java automated download, they want you to do it manually again) but it's tough to find pg 9.2 without building it yourself.
After a clean `destroy` and `up` apache fails to start, psycopg2 is missing, and setupdb_app is a complete failure. Tried building postgres from source and though the build succeeded it didn't end up fixing the build. I'm just going to get try and get 'precise' working in a branch while all the vagrant/puppet stuff is still fresh in my head from DXR.
work is happening in this branch: https://github.com/lonnen/socorro/compare/821352-upgrade-to-precise I've pushed some work there. The commit message contains the remaining obstacles that I know about.
