To reproduce:
*   In the `Additional comments:' field of this bug report, type/paste enough
    text for the textarea to get a scrollbar.
*   Mouse over the scrollbar thumb or groove (but not the scrollbar buttons).

What you should see:
*   The normal cursor.

What you actually see:
*   The text selection (I-beam) cursor.
