Randy, it doesn't sound like this actually fixes bug 816342.  mwu said he's seen the error messages about this file on other phones and it doesn't seem to break things.

This file is used for msm7k series and control the adsp acoustic parameter,
Some guys complain this error message in logcat and always show-up during playback.
So IMHO to fix this for avoiding future explain this message.
