Steps:
0. refresh phone to open FTE.
1. go to "WiFi" screen, select a usable WiFi (Mozilla Guest in this case).
2. go to "Date & Time" screen, select Asia/Taipei.
3. click "Change" of time field.
4. select Asia/Singapore.
5. select Asia/Taipei.
6. click "Change" of time field.

Expected results:
  at step 2 3 4 5 6, the time should be correct.
  at step 4, the time should be the same as Singapore's time.
  at step 2 3 5 6, the time should be the same as Taipei's time.

Actual results:
  at step 2 5, the time was incorrect.
    (10:44 AM/3:15 PM, the correct time was 3:44 ~ 3:45 PM)
  at step 3 6, the time was correct.
