821951 - Import contacts page title is inconsistently capitalized

The "Import contacts" first run experience page is inconsistently titled wrt the rest of the pages. The other page titles all have every word capitalized.

For consistency, I think this page should be titled "Import Contacts".

Very simple fix. Capitalized contacts to maintain consistency.

No need to change ID, each locale has (or should have) its own set of style rules for capitalization.

Note, I think that UX wants to revisit or has revisited some of these in their work week last week, so maybe there's change to the guidelines coming up.
