I get a severe post-unsuspend browser hang(>=30s) almost every day. Now that about:telemetry reports chromehangs, I traced it down to flash hanging. It's often hanging in a background tab. Can we simply kill flash if it's hanging post-unsuspend in a non-foreground tab? If it's a foreground tab, perhaps showing Aaron's flash-killer UI is a reasonable alternative.

Taras tells me that he's still hitting post-unsuspend flash hangs and that the Plugin Hang UI is taking 30s - 1 minute to show up.

Resolving old bugs which are likely not relevant any more, since NPAPI plugins are deprecated.
