822533 - Update Telemetry "Learn more" link to include #telemetry

Legal has requested that the Telemetry "Learn more" link on the Aurora, Nightly, and channel download pages should be updated to include the #telemetry id. 
The "Learn more" links were added in bug 701178 and bug 820945.
