Currently when one attempts to tap-and-hold on any given application on the home-screen and attempt to initiate a re-arrange task, the 'wiggle' mode does not start to allow for application position adjustment. Instead, one can drag the application anywhere on any screen and it will not lock to a position on any row and exit the mode.
See screenshot where I am currently amidst mid-process of moving 'Firefox Marketplace' and 'Twitter Share' but neither are completing the re-arrange. I am stuck in the re-arrange mode and neither adjacent applications are re-positioning themselves on the target row.
Requesting blocking-basecamp: '?' as basic home-screen functionality is lost.

I see this today as well during smoketesting - this passed the smoketest yesterday but I will double check.
