This occurred after hitting bug 822913, so _may_ be related.

STR:
1. hit the condition in bug 822913
2. force-close the camera
3. press and hold the power button
4. tap Restart on the phone menu
--- at this point, I observed that the phone did not restart, but instead just fell back to the home screen
5. press and hold the power button again
--- at this point, the phone menu is unresponsive
6. tap the power button
--- display turns off
7. tap the power button again
--- display seems to power up, no images appear
--- shortly thereafter, the phone reboots
