Build ID: 1999061409 Platform: Windows NT When a page is displayed that has no TITLE (such as the URL above), the browser should display "Mozilla" in the application's title bar. If the page does have a title specified, then "- Mozilla" should be appended to the TITLE and displayed in the title bar. Currently, only the latter case works; we need to fix this up so that it will do different things for these two different cases.

Can you give a good reason why this should be fixed? In the old world we always left the : there when there wasn't a title. Move out to m14 UI clean up and assign
The only reason I can give is that Communicator 4.61 on Win32 drops the "- " for pages that have no title - I was hoping behavior would be the same in 5.x.

using 4.61, displaying a table with no title just displays Netscape in the titlebar, the same behavior is exhibited in seamonkey.
