steps to reproduce: 1. Load https://marketplace-dev.allizom.org/developers/submit/app/manifest 2. Select "Free" option 3. Select a few devices and submit an app observed behavior: After successful submission, there are two buttons-"Set up Payments" and "Manage my app" Do not show "Set up Payments" for a free app.
