Steps to reproduce:
Two things (at different times) to start the process:
1. Right clicked a link in the current tab's document and chose "open in new tab"
2. Clicked a link in current tab's document that opens in a new tab automatically
Then:
Clicked to close the tab
Actual results:
Sometimes it brings the previous tab back to being the active tab and sometimes it goes to the next tab to the right of where the recently closed tab was.
Expected results:
It should always return to the previous active tab.
