There is no Learn more link available after opening Do not track Menu

Re-pro Steps:

1. Go to settings application and open it
2. Open up Do not Track menu
3. Tap the learn more link

Expected Result:

You will be taken to a link that displays learn more information on do not track

Actual Result:

No Learn more link is available, rather the learn more information is already displayed.  

Comments: By the looks of it the information that would be displayed on the link is already on the Do Not Track Menu.

There's no learn-more link in the 2.21 build. Where are you seeing this?
