ENVIRONMENT:
Unagi phone, build 12/23


STEPS to REPRO:
1. Uninstall all 3rd-party apps on the phone
2. Go to Settings > App Permissions


EXPECTED:
See some information regarding App Permissions, or a notice saying "You have no 3rd party apps installed"


ACTUAL:
An empty window is displayed, with no information.

Given that we now have landed support for preloaded 3rd party apps showing up on this UI, it will no longer be possible to get into this state. 3rd party preloaded apps such as marketplace will always exist in this UI, but can't be uninstalled.

So we can't get into this state anymore. Resolving as invalid.
