825406 - Clarify the Creative Commons license mention in the footer

SUMO’s footer says without any links in the text:

“Portions of this content are ©1998–2012
by individual mozilla.org contributors. Content
available under a Creative Commons license.”

“a Creative Commons license” is harmful enough in English, because people don’t necessarily understand the “a”.

When translated into Russian, it usually becomes much worse, because Russian has no definite article, so with a straightforward translation, you get a sentence which could be translated as “Content available under the Creative Commons license.”  That can be worked around by translating it as “one of the Creative Commons’ licenses” (“одной из лицензий Creative Commons”).

As there is only one CC license used for the site (and if it wasn’t so, the current footer would be even more wrong), and the footer itself already links (with “Legal Notices”) to the page which describes what it is, that text could easily be more helpful in understanding what the license is and/or how to get to the page with the information.

It could, for example:
1. Mention the license name and link to the license.  Such a string, which has apparently been used in the past, is in Verbatim.  Maybe it’s disappeared erroneously?  See e.g. bug 777509, bug 603389.
2. Make some text (more than “Creative Commons license”) a link to https://www.mozilla.org/en-US/about/legal.html#site or https://www.mozilla.org/en-US/about/legal.html#trademark
