STP - the first time:
 - install an update.
 - [… connect to wifi, and so on …]
 - Set pt-BR local.
 - Open cost control.
 - Set fr local.
 - Open cost application.
 > No graphic appear.
 - Tap on the second panel.
 > Nothing happen.
 - Tap on settings.
 > Cost Control App is frozen with the blue button on settings. (see screenshot)

Actually stealing from you. Vivien told me it should be the same issue as bug 825985 and I can reproduce it.
