Steps to reproduce:

1. Drag a button (in a scrollbox) in the sidebar.
2. Scroll the scrollbox vertically using the scrollBoxObject methods.


Actual results:

As the scrollbox moves vertically, toolbarbuttons that pass under where the mouse was at the start of the drag gain CSS hover effects.


Expected results:

No :hover effects should show during a drag, especially not on elements that are not even under the mouse.
