With no devices paired, turn bluetooth setting on and off multiple times.

Note:  I've seen this after 30 tries.  I also saw it after only 2 tries.  I think the key to reproducing might be to attempt turning it on/off as fast as the UI will allow.

I reproduced this.  The stack is the same as bug 824895, so I expect that fix to take care of this too.

This should have been fixed after bug 824895 landed, so I'm going to mark this as a dup.
