826781 - deploy new preseed image to hardcode android pandas

In bug 820825, we put hardcoded android images on panda-{0808-0873}.  Since the issue that led us to do this in the first place has been fixed, we should put the preseed image back on them and deploy android via mozpool.

Please coordinate this with :jmaher since these are currently being tested on.

once we have the 198 pandas (bug 824766) running in production for 2 days, I will be fine taking the first set of 66 offline and adding the preseed image.
