We had a disaster of a time trying to start releases today. Some of it was because we didn't run release sanity on releases in advance. This would be much easier to do if we had a staging or preproduction version of release kickoff/runner than took in release requests and did everything that production would do - except for pushing configs/tags and starting the release. I guess that means it would basically just run release sanity?
We could tun release sanity in preproduction, it's possible to run it without a master, just need to pass proper parameters. I'm not sure what to do with l10n sanity - we don't have milestones created in advance and can't use the l10n dashboard for final releases.
Even without running l10n milestone checks we'd be 99% of the way there, I think.
