"Always send a crash support" can't be unselected (violates privacy policy?)

(1) Open settings app
(2) Go to "Improve B2G OS"
(3) Scroll down and tap "Always send a report"
The form control is a radio button. It can't be unselected.
This prevents users from ever opting out of sending crash reports if they enable it the first time.
I think this is probably a violation of our privacy policy, so this should block.

Looks like the remaining radio options are below "Always send a report". Not obvious, but user error.
