826890 - [B2G][Settings][Date & Time] If the user manually sets the year to be 1979 or earlier, or 2039 or later then the date and time will be different than the user specified.

Repro Steps:

1. Update Unagi device to build 2013010304070203.
2. Open the Settings menu.
3. Scroll down Date & Time and select it.
4. Toggle the "Set automatically" setting so that time can be manually set.
5. Choose any time, day, and month and then change the year to something earlier than 1979 or later than 2039.
6. Observe that the date and time will change to something other than what was specified.

Actual Results:

When the user sets the date earlier than 1979 or later than 2039, the date they choose will not be kept.

Expected Results:

User settings remain no matter what the date is set to.

Issue Repros. Any year selected before 1970 and after 2038. The date is displayed as Dec 31, 1969.

We should probably prevent the date being set before 2013 in the date&time.

not sure what's special about 2038...   noming this to blocking as this causes issues with certificates not working correctly.
