add --criticalmass flag for command-line indexing

Details
When doing development, indexing an entire database can take between 30 and 45 minutes. However, the bulk of that isn't useful for many development activities. It'd be nice to have a --criticalmass flag for the esreindex command that would index the kb and the most recent 180 days of questions and that's it. I think a critical mass of indexing would take 10 minutes or so. That'd help a lot.
