After running some code with "display", I suspect the most likely next action is to write some more code below the output comment. This would be easier if the generated comment containing output from the last run was followed by a line break so that the cursor was positioned on a clean line.

I walked around the office and asked a couple of people yesterday about how they use Scratchpad and it seems like the current behavior works well when you look at the displayed data and then immediately delete it. I played yesterday with the proposed change and it breaks this workflow.
I think it's better to think about opening an addition panel (on the bottom?) that contains the last displayed value or something. This way you can write your code and display chunks of it as needed. Filed bug 836849.
