Just relised we should add #qa on the * - Project information: Quality quality.mozilla.org #qa
I agree with adding #b2g mention in the MOTD, since it's now a Mozilla project. The other channels (#sumo and #qa) should be mentioned on http://irc.mozilla.org/, I personally don't think we should list them in the MOTD. Same with Mozilla policies. They are on the website, I don't think posting them on the ircd MOTD benefits anyone.
I'm not sure about the branding around b2g. If they want it called b2g or FirefoxOS, so that needs to be clarified at the minimum before doing this.

I discussed with Fabrice and he advised to mention #b2g. Boot 2 Gecko will stay as a project name, FirefoxOS is "just" branding.
