[FTU] When you are using an international card, FTU would be skipped in some condition

Using China Unicom USIM Card

STR:
  0. Make sure you are using a international SIM card that would show welcome message when you first connect to romaing network
  1. Flash the cell phone before you put sim card in
  2. Put sim card in
  3. Turn on the phone

expected result: 
  After FTU, there would be welcome message or SIM card toolkit.

actual result:
  FTU got skipped and if you long press the home key, you can still see it there.

That's not good at all. You think you closed the data roaming, but it actually doesn't get closed.

Does it mean that after long pressing home key, the welcome message appears? where does this welcome message come from? Is it a SMS sent by the operator? Special STK app?

Why does data roaming remain enabled? I mean, by default data roaming is disabled... if FTU would not be executed, theoretically it should be set to off.
See comment #2, we need more info from the reporter to understand the impact in the target markets. Please provide more details.

 "Connect to roaming network" might sound strange. To be more specific, it means "connecting to a foreign phone service provider that is not the original service provider"

For the questions in comment 2, home key button long pressing issue was fixed a month ago. The welcome message might come from special STK app or it might be a SMS sent by operator but not showing in sms box(I suspect that it is STK special app)
So I tried with a deutch telekom sim and swiss sunrise and I could not replicate the issue... or at least what I think is the issue.

Have you already selected the language before inserting the sim card?  Also are you removing the battery and the usb connection to a computer when you're switching the SIM card?

I keep seeing the select language screen according to the STRs listed.
If I select the language I get the pin for the ones that require a PIN code.
