The vouching requirements depend on which level of access you're requesting. http://www.mozilla.org/hacking/commit-access-policy/ has more information.

You'll also need to fill out the committer's agreement and submit it it to Shannon, per http://www.mozilla.org/hacking/notification/.

Got it - it wasn't clear from the document above as to what level is needed in order to land in inbound?  I understand that 3 gives you central, but inbound wasn't mentioned explicitly.  Still 3?

Yes, inbound is level_3 as well (since it merges directly with mozilla-central).
