open new window, focus controller doesn't know what window is focused

Details

On win2k, I can open a new window, hit ctrl-L to focus the url bar, type a url
and get an assert that the focus controller doesn't know what window is focused.
This continues to happen until I decativate/reactivate the window.

This is a big clue to why we go key dead
