Description

steps to reproduce:
1. Pick an app which is under the Games category
2. Load its Payments & Compatibility page- https://marketplace-dev.allizom.org/developers/app/test-app-pear9842/payments/
3. Note that Brazil is not selected
4. Select Brazil and save changes

expected behavior:
Brazil is disabled by default for developers for apps in the Games category.

observed behavior:
developers can select Brazil and save changes. We show the "changes saved" message without saving the selection.
