This has happened several times to me now. As far as I can tell, I need to reboot to return settings app to normal.
I don't think that this is a dup of 823862, as this happens to me with today's update.

Mmmh... Actually, that's with 20130108070203. That's seriously weird, because I have updated the phone to the latest version not one hour ago - and a new I had 20130108070203 before that.

Ok, so this is probably a dup of bug 823862 after all.
