Steps:

1. Go to https://marketplace-dev.allizom.org/
2. Go to reviewer tools
3. Select to view pending app reviews
4. Try scrolling

Expected:

The content should be scrollable.

Actual:

The content is extremely difficult to scroll. No scrolling is seen quite a lot. If you get a strong sense of frustration, you might be able to get it to scroll, but it happens rarely.

no iframes on the reviewer queue page.
The reviewer queue page has no iframes.

The bug here seems related to the table on this page. And the table contents not fitting on screen and having a horizontal scroll bar. Often the a swipe up or down results in a panning movement rather than a scroll.

If you turn the device horizontally so the contents fit inside the table it helps improve scrolling greatly.

There aren't any iframes on the reviewer pages but the same root cause happens in bug 828367. Reduping.

Reproduced in browser on build 1/23.

Not a marketplace bug. This does not reproduce on FF Android on a Galaxy Nexus with the latest bits. It reproduces pretty easily on b2g. I'm guessing this is a platform bug.

Sounds like bug 829862 if you are touching the horizontal scrollable subframe and trying to make a vertical scroll.
