Details

Bug 819428 removes the current keyboard navigation implementation for the Downloads Panel. It's a stop-gap measure, since we're running out of time on that iteration.

We'd really like to re-introduce keyboard navigation after we've had some time to think about how to visualize it.
we fixed bug 819428 in another way. so this is WFM!
