Steps to reproduce:
1. Launch Firefox with a clean profile
2. Open the toolbox and undock
3. Resize the Developer Tools window (make it wider)

Expected results:
There is only one 'X' button located at the top of the window.

Actual results:
When the Developer Tools Window is wide enough a second 'X' button is seen near the undock button.
