STR:

1. Go to Settings => Cellular & Data => Network Operator and Select 3G.  Enable data connection

Expected: You can get a connection out and e.g. surf the web.

Actual:  No connectivity.  Notification bar shows spinner, which never resolves.

Could you try new build and see if it still happens?
I tried nightly Unagi engineering build 2013-01-12, but cannot reproduce the issue.

This issue is not fixed repros  for  device Unagi; build #20130115070201v.1, with the Dec. 5th Kernel
 The 3G connection does not work for Qanalysts testers in Kirkland, WA. When set to 3G only receive a No network message.

Note: "No network" notice is seen on the lock screen, and 0 bars of RSSI when setting Unagi to 3G only. This might be a carrier (AT&T) issue perhaps.
It's an unagi issue.  3G doesn't work in the Americas with the unagi phones... you have to be in Europe in order for it to work in 3G on Unagi.  Please mark that test case for needing clarification on this specific situation.
