[System][Wifi] Sometimes touching the wifi icon in quick settings has no effect

Details

This happens on my dogfood phone, 20130110070201 beta update. No STR yet, but when it happens:

 1. Pull down notification bar
 2. Wifi icon is either blue or grey
 3. Touch the wifi icon

Expected result:

 If wifi is enabled, it should disable wifi. Otherwise it should open the wifi settings page.

Actual result:

 No response. The wifi icon doesn't function until I open the wifi settings manually.
Tef QA team does not reproduce the bug.
