When a user submitted video has been moderated, send them the HTML email. Should be sent on approval/dissaproval with appropriate messaging.
Is there a mockup for how this should look?
Design is here: https://bugzilla.mozilla.org/show_bug.cgi?id=835502 Note this was adapted from the newsletter template so ours wont exactly match (view in browser etc). Copy in our version mkelly has should be correct.

Matt, this should be fully testable. If you upload videos I can moderate and we should be able to confirm accept/decline emails.
