Animated GIFs and other images (APNG, SVG) should have restart option

Details
Some animations are already finished while scrolling a page with image.animation_mode set to "once". And some are suitable to see again. Now user have to reload full page and restart all animations. Or to open the target image in the current window (it can't be opened in a tab) and reload that window (then go back and autostart all page animations again).
User should have some controls for animated images (there was some votes for it in 2001: Bug 69405). Perhaps rewinding forward and backward is not essential but restart is a high demanded option.
BTW Seamonkey has a nice Reload Image option in the image context menu. Bot for some reason this reload doesn't restart animation.

That images doesn't restart on reload is bug 129986
I don't see why this bug report is different from bug 69405
