We should CTP block all versions of Flash 11 less than 11.5.502.146 on 2/4 for FF18 and up.

According to https://wiki.mozilla.org/Blocklisting/PluginBlocks, that would mean taking https://addons.mozilla.org/firefox/blocked/p178 and changing the targeted Firefox and Flash versions.

We should only move forward with pushing this to production once feedback from SUMO has confirmed that bug 832038 went well. We should also make sure to perform some targeted testing of CTP around Flash 11.5, although we don't expect any regressions.
As an intermediate step, it makes sense to change the targeted Flash version in p178 so that we get some Beta testing prior to rolling this out to production for FF18 and higher.
Actually let's hold off on this for now and take a more cautious timeline.
