Details

We'll need a gonk update to enable hwc on dogfooding phones.  Since things are moving molasses slow with vendors to push these, Moz needs to prepare for this.

We'll need to push a few new .so's and a new build.prop.  Final list will come when deps are ready.

I have no idea how this works in the new regime.  Can fall back on manually constructed package if necessary.
We're have everything for HWC on the newer Buri/Leo devices, so I don't think we need this anymore.
