As a user I want to able to download and use alternative keyboards to
optimize my input.

I don't think this story is needed.  Android supports alternate keyboards and webapps can use them like any other app.  So not sure if there needs to be anything special to use an alternate keyboard.
Next Steps:

- Bill and James to estimate out work and then create dev tasks in appropriate area of b'zilla. please block on this bug 

(it's ok for one dev task to address multiple story bugs). :-)

I'm also confused about what this story means. 

Does this mean we want to provide custom keyboard/IME implementations, executing in fennec, but available system-wide or just available when running WebApps?
