Bug 8283 concerned a crasher because the selection wasn't being initialized
properly -- a selection existed but hadn't ever been set to anything.

We need to do two things:
1. Don't let selection Collapse/Extend crash just because it hasn't been
initialized
2. Set the selection to the beginning of the document in the PresShell (the fix
for 8283 was to do this in the editor, but it really should be happening in the
Pres Shell when the selection is initialized, not only in editor mode).

Per a request from Selection and Search component eng (mjudge) and qa (elig),
moving all "Selection and Search" bugs to new "Selection" component.  Original
"Selection and Search" component will be retired.

Decided that it was better to let selection handle that, so I added code to make
selection more robust so it won't crash when it hasn't been properly
initialized.  The editor is initializing the selection to the beginning of the
document, but the pres shell doesn't really need to do that.
