Currently if we start using geolocation and shutdown it immediately the data connection requested by GPS hal might stay connected.

I have just tried this. If we shutdown GPS right after we activate SUPL, ReleaseDataConnection() will be called, so we can close SUPL connection.
However, if ReleaseDataConnection() is called before SUPL connection has established, DeactivateDataCallByType() will not make SUPL disconnect, and SUPL will still active after GPS is shutdown.

Please re-nominate if we know of specific STR that run into this case. We can't block on theoretical power draw issues.
