bug 780561 is overhauling the packaging code. We should run a staging release after it lands to make sure it still works. We don't want to catch problems when we try to do 21.0b1.

I don't think we need to do any more than tag/source/build/repack to test this -- none of the subsequent steps use the packaging code.
