User Agent: Mozilla/5.0 (Windows NT 5.1; rv:17.0) Gecko/17.0 Firefox/17.0 SeaMonkey/2.14
Build ID: 20121118021014

Steps to reproduce:

type a web site name in the location bar.

This is under 2.15.X downgrading to 2.14.X fixes it.
Try to disable all addons, no effect
cleared caches, turned off link pre fetch, no effect

windows XP 32 bit 4GBi memory, good drive older video card (ATI 3870x2)

Actual results:

The popup menu below it takes multi seconds (2 to 10) to fill in and then seconds to match and then the mouse takes second to highlight an option.

Note: this is on all menus, the menu bar, right click menus etc etc.

Expected results:

should have worked a lot faster.

Try to disable Hardware acceleration with gfx.direct2d.disabled and layers.acceleration.disabled set to false in about:config
Disabling the video acceleration as Phoenix suggested fixed the slowdown.
This usually means that you need to update your video driver(s).
my video drivers are all current.
As mentioned above I reinstalled this machine on December 25th due to a drive failure.
