The current sections of the KB dashboard contain a mixture of all kinds of articles (how-to, troubleshooting, templates, how to contribute and administration).

Let's add an Administration section like the l10n dashboard has (https://support.mozilla.org/de/localization).

The articles that show up in this section will be limited to those in the: `ADMINISTRATION_CATEGORY = 40`.
