Description: When the User navigates to a web site that requires access to Offline Storage, the User is NOT prompted for and able to grant Offline Storage permissions for that website.

Repro:
1) Update to Unagi build ID 20130122070203. 
   Kernel Dec 5. 
   Gecko 0e43266ca3c6
   Gaia 5d0a75f8b0e8
2) Open the browser and in the address bar browse to http://weareallrobots.com/demos/cache.html

Expected:
The User is prompted for Offline Storage permissions for that website.

Actual:
No prompt is observed. The site opens without prompting the User.

Repro frequency:
(3/3, on one Unagi)
We won't block because it's not clear that this is expected functionality for B2G browser and secondly because of concern about security risks if this was implemented.  More info needed.  Re-nominate if this becomes a partner concern or is a v1 expectation.

The problem is that we have it turned on without any warning.

an example is http://experimenting.in/other/demo_webstorage.htm
type in the second field.  close the browser and go back to the page.

The information is still there, there was no prompt to the end user that offline storage was ok to use.  If having it turned on was a security issue, then this should be a blocker because it is turned on without the user being aware of it.

Kev - can you find out if this is a blocker from shira partners?  We don't think it's a blocker on our side but there are privacy concerns here so we want to confirm.
